Summary

The use of district expert observers or informants to report on candidate qualities and ideological positions is the methodological innovation on which the analysis in the book rests. An average of 31 informants were surveyed in each of the 155 districts included in the study. The advantage of this method is that it allows for the measurement of candidate positions and leadership qualities on equivalent dimensions for each candidate running in the district, it produces measures not dependent on voter perceptions, and the measures of candidates' ideological positions are on the same scale as the measures of voter and district electorates' ideological preferences.
