Introduction
Nestled along the Sheep River Valley in farm country some 20 km south of Calgary, Alberta, the quaint Canadian town of Okotoks (pop. 11,664; 2004) presents itself as an inviting focus of investigation for anyone interested in the advancement of sustainability at the local, regional, national and even global levels. The winner of multiple awards, including the Federal Canadian Municipalities Sustainable Communities Award (2000), the Alberta Emerald Award for Government Institutions (1999 and 2002) and the International Dubai Award for Top 100 Practices (2000), its sustainable community program has attracted worldwide attention and growing emulation among small towns and communities in Canada and the United States. The web portal for the Town of Okotoks (website) and Sustainable Okotoks (website) convinces the reader with its sophistication and information-packed content that however committed it may be to retaining its small town environment built upon a village concept, it is a community on the move with exciting plans for enriching its heritage – and living within the bounds of its water supply's carrying capacity. The town motto, “Okotoks: Historic Past, Sustainable Future,” serves as a warm homage to the past and a bold promise for the future.
This chapter offers an analysis of the state of the town sustainability program in Okotoks, Alberta. It seeks to measure the promise outlined in documents establishing a sustainable vision for Okotoks' future formulated in 1998 and later ratified in a series of public forums and local council meetings against the realities of their implementation and struggle with regional developments impinging upon them.
