4 - The Age of Reform

Summary

Joshua Hill arrived at Pitcairn Island in 1832, the same year that saw the passage of the first Great Reform Act in London. Hill could not have known of that act’s passage, but he was aware, when he left Britain, that an age of political reform had arrived in Europe. Joshua Hill’s life was framed by a moment of political change, from the age of Atlantic Revolutions through to Britain’s moment of evolutionary political reform. This chapter seeks to understand the administrative system that Hill imposed at Pitcairn in light of this European age of reform. Though Hill seems to have been the wrong man for the job, his vision for a new administrative age at Pitcairn suggests that his mission was less deranged than previous histories have suggested. Indeed, there may be reason to connect Hill’s work at Pitcairn Island to a wider political moment in global history.
