The archbishop's mandate

Venerabili in Christo patri Domino [Iohanni], Dei gratia Exoniensi episcopo, Stephanus, permissione divina Londoniensis episcopus, salutem et sincerae dilectionis continuum incrementum. Mandatum reverendi in Christo patris Domini Simonis, Dei gratia Cantuariensis archiepiscopi, totius Angliae primatis, nuper recepimus sub hac forma:

Simon, permissione divina Cantuariensis archiepiscopus, totius Angliae primas, venerabili fratri nostro Domino Stephano, Dei gratia Londoniensi episcopo, salutem et fraternam in Domino caritatem. Regimini sanctae Cantuariensis ecclesiae Dei patentia, licet immeriti, praesidentes, inter alias solicitudinis nostrae vigilias ad id votis ferventibus aspiramus, et mentem nostram sedulo destinamus affectu, ut Ecclesia Anglicana sub pacis dulcedine vigeat, iura sua ac libertates obtinere valeat illibata, gregis Dominici cura vigilanti studio frequentetur; laici, quos Anglia produxit pariter et enutrivit, in via veritatis et iustitiae dirigant gressos suos. Et praesertim quod constituti in clero morum honestate refulgeant, ut tanquam lucerna pedibus laicorum, ipsos instruant vitae merito et sermone, qualiter in domo Dei debeant conversari. Sane dicta Ecclesia Anglicana, ante haec tempora pacis turbatae discrimine multis doloribus et angustiis lacessita, adhuc modernis temporibus carbonibus odii inter proceres reaccensis maiora pericula et dispendia, nisi Deus avertat, poterit verisimiliter formidare. Et super dolorem huius vulneris superadditur afflictio, quod quidam filii impii et degeneres ecclesiam et viros ecclesiasticos iniuriis innumeris afficere, iura ecclesiarum et libertates malitiae iaculis expugnare, et quod auditu est horrendum, ipsos viros ecclesiasticos mutilare et trucidare, aut hostiliter capere non formidant; prout discurrens fama denuntiat et patratorum scelerum evidentia demonstrat. Ad occurrendum igitur tantis periculis, divina dementia suffragante, et morbis praemissis medicinam aliqualem, prout nobis possibile fuerit, adhibendam, sacris canonibus eruditi, et sanctissimipatris et domini nostri, Domini Iohannis divina providentia papae XXII crebris monitis excitati, nostrum provinciale concilium die Veneris proximo post festum Conversionis Sancti Pauli proximo sequente [27 January 1329] in ecclesia cathedrali Sancti Pauli Londoniarum deliberato consilio ordinavimus convocandum.

Quocirca fraternitati vestrae committimus et mandamus quatenus omnes et singulos fratres nostros episcopos provinciae nostrae Cantuariensis citetis, et per eosdem citari faciatis peremptorie decanos, priores et capitula ecclesiarum cathedralium, abbates, archidiaconos, priores alios, conventus et collegia, clerum singularumque diocesium, quod iidem episcopi, decani, priores ecclesiarum cathedralium, archidiaconi, abbates personaliter;
