Summary
We are in the midst of an antitrust dispute not seen in half a century. As reformists clash with traditionalists, debate rages over a sea of conflicting priors. There is a way out. Some facts remain unknowable, of course, which is why error analysis remains fundamental to effective policy. And baseline normative judgments matter, ensuring that unanimity will remain a distant goal. Nevertheless, voluminous evidence illuminates core issues. Cabining (if not resolving) the dispute requires dispassionately reviewing the empirical literature. So, too, it is possible to glean valuable insights from industry dynamics and historical variation in competition policies.
