WHEREAS on Saturday January 6, 1945, a meeting of Tenants was convened by Mr. N.D. GodswilleHart at the instance of a Cooperative determination between him and two other gentlemen, namely, Messrs. I. W. Osika and B. J. George.

AND whereas the determination culminating on seeking the welfare of House Tenants in Port Harcourt evinced itself by these gentlemen having obtained the use of Enitonna High School room, and having published an announcement in the Eastern Nigeria Guardian resultant in getting together 267 members of the community in the said School room at 5:30 p.m.

AND whereas that particular meeting after having heard the aims and objects of the conveners, and having decided and resolved to get up a constituted body, which should serve to protect the interest of House Tenants in Port Harcourt, resolved that the following be the constitution of the said body. It is, therefore, determined, constituted and declared as follows:

Article 1: Name

1. That the name of this body shall be known and called PORT HARCOURT HOUSE TENANTS UNION.

Article 2: Aims and Objectives

A. It shall be the duty of this union to protect the interest of members who are House Tenants of houses in the Native location exclusive of Government quarters.

B. It shall also be the duty of this union to foster cooperation among all House Tenants who are members of the Union ever always to be ready to contribute legitimate help towards any suffering Tenants in order to restore to him or her the necessary comfort and amenity which he should have from his Landlord and quarters.

C. It shall be the duty of this Union to approach the Government or any other authority of the Government constitutionally, in matters affecting adversely the welfare of Tenants who are members.

D. It shall be the duty of this Union to put up official avenues whereby reasonable information could easily be gathered from reliable sources regarding tenancy in Port Harcourt.

Article 3: Meetings

There shall be known to be functioning the following meetings of the Union:

A. General meeting which shall be held once in the month to be attended by every member.

B. Emergency meeting which shall be held as often as necessary in order to consider matters needing urgent attention.
