1 The Senate Committee on Foreign Relations held hearings on the 1984 Protocols on May 15, 1986. In the meantime, on May 14, 1985, the House of Representatives passed legislation to create a comprehensive domestic system of liability and compensation for oil pollution (title IV of H.R. 2005, 99th Cong., 1st Sess. (1985)).
