page 250 note 1 Henry Laurens, arrested in London in October 1780, was a prominent American “rebel,” President of Congress in 1778 and one of those who signed the preliminary terms of peace at Paris on 30 November 1782. Lord Stormont sent the papers seized with him, including a draft for a treaty between the United States and the City of Amsterdam, to Sir Joseph Yorke at the Hague on 11 October 1780 (Record Office, Holland 572).
