Exclus ou citoyens ? Les pauvres devant les sciences sociales*

Abstract

A logic of exclusion-inclusion nowadays dominates the debate on poverty and social policies, namely through categories such as underclass and social exclusion. Thus, poverty becomes an essentially moral problem, rather than political, and the poor are treated as a group apart. Though different, both concepts work to reinforce the fracture separating the poor, and increasing a process of erosion of citizenship ties—what Madeleine Rébérioux denounces as being today a crisis not only of work, but of political and civic ties as well.

La logique d'exclusioninclusion domine aujourd'hui le débat sur la pauvreté et les politiques de welfare, notamment par les catégories d'underclass ou d'exclusion sociale. La pauvreté devient un problème essentiellement moral, les pauvres une classe à part, marginale. Encore que différents, ces deux concepts fonctionnent dans une meme stratégic de mise à l'écart des pauvres, qui risque de renforcer ce « processus de décitoyenneté » que dénonce Madeleine Rébérioux, ou la crise du travail se double d'une crise du lien politique et du civisme.

Heutzutage wird die Diskussion um die Sozialpolitik von der Logik der Ausgrenzung-Eingrenzung bestimmt, besonders durch Begriffe wie underclass und soziale Ausgrezung. Auf diese Art und Weise wird die Armut weniger zu einem politischen, als vielmehr zu einem moralischen Problem, und die Hilfsbedürftigen werden als eine gesonderte Gruppe betrachtet. Obwohl verschiedenartig angelegt, verstärken beide Konzepte die Kluft unter den Armen und vertiefen die Entbürgerlichung — eine Entwicklung, die für Madeleine Rébérioux nicht nur ein Zeichen für die Krise der Arbeitswelt ist, sondern die sie auch als eine Krise des politischen und bürgerlichen Netzes verurteilt.
