[On August 8, 1996, the UN Security Council Iraqi Sanctions Committee approved procedures for the export of Iraqi oil under the Memorandum of Understanding. UN Security Council Resolution 661 (1990), August 6, 1990, banning the importation of Iraqi oil appears at 29 I.L.M. 1325 (1990); UN Security Council Resolution 687 (1991), April 3, 1991, setting forth terms of cease-fire in the Gulf War appears at 30 I.L.M. 846 (1991); and UN Security Council Resolution 705 (1991), August 15, 1991, determining what percentage of the annual value of Iraqi oil exports should be paid as compensation appears at 30 I.L.M. 1715 (1991).
