1 Original investment guarantee agreements were concluded with Colombia and Guatemala in 1955 but were denounced in 1960 by these Governments on the basis of unconstitutionality due to nonratification. The agreements were renegotiated in 1960 with substantively the same provisions but subject to ratification. Under the 1955 agreements, no guarantees had been issued for Colombia but guarantees amounting to $3.2 million had been issued for Guatemala.
