[Resolution 417 (1977) was adopted unanimously by the Security Council on October 31, 1977. Resolution 418 (1977), at I.L.M. page 1547, was a l s o adopted unanimously by the Security Council. That resolution imposes a mandatory arms embargo against South Africa. On December 9, 1977, the Security Council set up a committee of all of i t s members t o oversee the arms embargo. The committee will monit or the progress made in carrying out the embargo and study way of making it more effective.]
