1 The text uses the numbers in FY'95 and afterwards. From FY 1992-94, the family immigration total is 465,000 visas and, therefore, the immediate relative total which would give rise to an automatic increase in this level would be visas above 239,000.

2 This, perhaps, could be changed by regulation but it may be that the statute will be interpreted so as not to permit this.
