[The Governing Board of the International Energy Agency adopted the Procedures for Arbitration and Additional Rules for the IEA Dispute Settlement Center at its Sixty-Sixth Meeting, November 10, 1981, acting pursuant to Articles 6.4 and 51.1 of the Agreement on an International Energy Program (see 14 I.L.M. 7 and 23 (1975).
[The Governing Board also agreed that the Procedures would be applicable for Norway only during the periods in which the Charter of the Center would be applicable for Norway in accordance with the procedure adopted by the Governing Board (IEA/GB (80) 56), Item 8(f). The text of the Charter appears at 20 I.L.M. 241 (1981). The Agreement on an International Energy Program, done at Paris on November 18,1974, appears at 14 I.L.M. 1 (1975). The Agreement concerning the Participation of Norway in the Work of the Agency, signed on February 7, 1975, appears at 14 I.L.M. 641 (1975). The O.E.C.D. Council Decision establishing the I.E.A. as an autonomous body with the framework of the O.E.C.D. appears at 14 I.L.M. 789 (1975).]
