Warren S. Wooster is professor of oceanography and director of the Center for Marine Affairs at the Scripps Institution of Oceanography, University of California, La Jolla. He is a former secretary of the Intergovernmental Oceanographic Commission and since 1968 has been president of the Scientific Committee on Oceanic Research.
