Recognized by Article 7 of the Charter as one of the principal organs of the United Nations, the Secretariat of the United Nations occupies a key position in the work of the organization. It is entrusted with the essential task of preparing the ground for decisions taken by the policy-forming organs of the United Nations, and with executing those decisions. International in scope, it must “enjoy the confidence of all the Members of the United Nations,” and it serves as a center and integrating body for the multifarious activities of the organization.
