The resolutions of the fifth South Pacific Conference were transmitted to the 23rd session of the South Pacific Commission (SPC) which met to consider them on July 28–30, 1962, at Utulei, American Samoa, under the chairmanship of Mr. K. E. Breslau, senior commissioner for the Netherlands.
