CRISI E MUTAMENTO POLITICO: IL NUOVO CONTRIBUTO TEORICO DI ALMOND

Introduzione
Piú di venti anni fa, Macridis e Cox nel rapporto finale su un seminario, tenutosi presso la Northwestern University, denunciavano senza mezzi termini l'arretratezza degli studi politici comparati e, piú in generale, della scienza politica come disciplina. Tutti, i partecipanti a quel seminario — da Macridis stesso a Beer, Eckstein, Deutsch e Ward, per citare solo alcuni tra i piú noti dei partecipanti — erano sostanzialmente concordi nel ritenere che la politica comparata fosse provinciale, eurocentrica, descrittiva, formalistica, statica, monografica. Macridis stesso tornerà a insistere ed approfondire questi temi in un suo volume di qualche anno dopo.
Summary
At the outset, the theoretical contribution given to political science by the development approach is assessed, and particularly by the strong theoretical commitment of the group centering around the Committee on Comparative Politics of the Social Science Research Council. The major shortcomings are associated with the theory-building side of the approach — as it is also apparent in Binder et al., Crises and Sequences in Political Development. On the other side, some of these problems, like determinism, change process, middle-range theory, relations between micro- and macro-analysis, and use of historical data, are dealt with by G. A. Almond, S. C. Flanagan, R. J. Mundt, Crises, Choice, and Change. Historical Studies of Political Development in what could be termed a multifaceted approach.
Almond resorts to the most promising approaches formulated by political scientists: systemic functionalism, mobilization theory, decision- making and coalition theories, leadership theory. In his views, historical episodes must be transformed into analytical episodes, and divided into five phases: 1) the antecedent political system; 2) environmental changes; 3) within-system changes; 4) linked changes; 5) the resultant system. In every phase one can use the best fitted approach, and also more approaches together.
The Author examines this theoretical perspective under several points of view, and reviews the contributions of others scholars on various countries (Britain 1832, Great Britain 1931, France 1870-75, Weimar Republic 1917-20, Mexico 1935-40, Meiji japan 1853-81, India 1964-67). Some problems, such as determinism and staticity, are rather satisfactorily dealt with, while others, such as a coherent systematization and a univocal and clearly defined use of concepts of development and stability, remain open. The Author closes with an assessment of the likely future analytical avenues of Almond's new approach.
