Over dit onderwerp is in Augustus 1956 door het Europese centrum van het Carnegie Endowment te Genève een colloquium belegd tussen een aantal hoogleraren in het volkenrecht uit onder-scheidene landen, onder presidium van Prof. Ch. De Visscher (België). Voor Nederland was schrijver dezes tot deelneming aan deze bespreking uitgenodigd.
