The subject of this paper is one which deserves some attention. With it is bound up some of the remarkable developments of the present day in Germany and in France, to say nothing of our own country (so deliberate and cautious in all its proceedings), developments which have caused us wonder and amazement, mingled with some sorrow, and which undoubtedly have set us thinking as to the attitude we should adopt towards them and as to our hopes of a future state. We seem to be arriving at a period in our musical existence when form and structure, balance and calm reasoning, are of little account as compared with the creation of impressions and atmosphere by means of what we call colour.
