Sir George Stapledon and the Cahn Hill Improvement Scheme: A Dream Turned Reality

Abstract

R. G. Stapledon was one of the most profound of twentieth-century thinkers on rural and landscape issues. Scientist, philosopher and teacher, he was an unconventional figure who, with a dedicated team of loyal colleagues, established the basic biology and breeding systems of the Graminae at the Welsh Plant Breeding Station in the 1920s and 1930s. They subsequently bred a range of grass and clover varieties which were to transform grazing lands throughout the British Empire. To Stapledon the grasslands of an island nation were of vital strategic importance and if Britain were to prepare for a future war, her grasslands would require dramatic improvement if they were to provide a reserve of fertility. In proposing and implementing a vast scheme of renovation of the uplands of Wales, against the fervent opposition of the economists, as a means of both improving agricultural output and stemming the haemorrhage of depopulation, he demonstrated the practical feasibility of land improvement. In so doing he provided a template for the massively subsidised post-war programme of land improvement which was so dramatically to change the face of Britain. This article describes the evolution and conduct of the Cahn Hill Improvement Scheme which was not only one of the most ambitious outdoor ‘experiments’ of the last century, but in a sense, a metaphor for nation-building itself.

22. By the later 1930s the climate changed abruptly with the growing prospect of war. The 1937 Agriculture Act introduced subsidies of fifty and thirty-five per cent on the cost of lime and basic slag and this served as a stimulus to grassland improvement, especially in the dairy sector.

26. Like many of his contemporary ruralists, Stapledon was firmly convinced of the ‘virtues’ of the rural life and the moral benefits of contact with the land and those working on it.

29. The son of a Jewish immigrant from Germany who had founded the Nottingham Furnishing Company, Cahn inherited a great fortune from his father. As President of Nottinghamshire Cricket Club he funded the building of a new stand at Trent Bridge, besides sponsoring overseas tours by English cricket teams. Among many acts of civic philanthropy, he bought Lord Byron's house, Newstead Abbey, in 1931 and presented it to Nottingham Corporation. The Empire Marketing Board had been established in 1926 to promote intra-Imperial trade, to support scientific work in agriculture and medicine, and to undertake market analysis to assist producers. It was eventually abolished in 1933 when the Ottawa Agreement gave birth to the notion of Imperial preference.

De la Warr was one of the first official visitors to Cahn Hill, having flown to Borth from London in August 1932 in a private aircraft piloted by the Master of Sempill and thence by motor to Devil's Bridge in a Rolls Royce hired by the College for the occasion (Stuart Jones to E.B. Hicks, 26th August 1932). De la Warr probably knew nothing of Sempill's dubious political connections which would eventually lead to embarrassment for many connected with him.

In effect, applied lime raised soil pH and thus rendered phosphates more readily available to plant roots which, in turn, made more efficient use of nitrate and ammonium ions to promote herbage growth.

Concern with the importance of improving the agricultural economies of the higher lands of Britain led to both the Forestry Commission and the MAFF launching a variety of academic research programmes. The latter, keen to translate research findings into practice, established a series of ‘Experimental husbandry farms’ during the 1950s. Pwllpeiran itself became one of the Ministry's principal hill EHFs in 1955.
