After the interruption caused by the war in international co-operation the desire was felt to organize the Union’s affairs anew as soon as possible, and to enable the Union to resume its activities at an early date.

As circumstances did not yet permit a General Assembly to be called, the Executive Committee met at Copenhagen, from March 7 to 13, 1946, together with other representatives from thirteen countries to discuss problems for which decisions were required immediately.
