Shire CLERK Neville ARMSTRONG, a career local government officer, had worked for rural local government since completing high school. He came to Cowra to take up the position of Town Clerk in 1968.

Stephen BELL was a high school teacher, and the only councillor to have tertiary education qualifications.

Barbara BENNETT was elected to the Municipal Council in 1971, and served until her retirement in 1987, including five years as Mayor, and three years as Deputy President of Cowra Shire. Barbara had farming and business interests. Her family history goes back to the earliest settlers.

Shire ENGINEER Jim FINNIMORE was, like the Shire Clerk, a career local government officer. He came to Cowra to take up his position with the Municipal Council, in 1971, from a larger town council.

Bruce GOLSBY was a farmer who, with his wife and family, also ran a business in town. He was first elected to the Municipal Council in 1977. His grandfather had been a Mayor in the 1920s.

Don KIBBLER was well known as a councillor, but perhaps better known as President of the Tourist and Development Corporation. He was also a member of Rotary. Don grew up in Cowra with his three brothers who were also in local business. His parents, having migrated from England before World War II, were known for their building firm.

Jack MALLON, a farmer, lived in the village of Woodstock.

HEALTH SURVEYOR Robert MYLES was the only one of the three senior officers who had grown up in Cowra.

Col NEWTON was a long serving alderman and councillor, a motor mechanic and Labor Party member who was first elected to the Municipal Council in 1953.
