Summary
The second part of this text will deal with three sets of rules that were designed to deal with the interface between the public and the private spheres as such. These are Article 31 EC, on commercial State monopolies; Article 86 EC, which deals with special and exclusive rights, as well as with services of general economic interest; and finally Articles 87 and 88 EC, dealing with State aid.
