Two televisual eras: scarcity and availability

El año 1979 ha sido un año clave en la historia de la Radio y la Televisión públicas en España. Durante ese año, las Cortes Generales elaboraron el Estatuto de la Radio y la Televisión, que entraría en vigor el 2 de febrero de 1980. Ese Estatuto, hecho desde el diálogo entre las fuerzas políticas representadas en el Parlamento, es el instrumento para conseguir unos medios audiovisuales de comunicación al servicio de la comunidad y con plenas garantías democráticas.

En el aspecto del funcionamiento interno de RTVE, 1979 ha sido también un año muy importante. Tal como ya ha quedado reflejado en la Memoria de Contabilidad del Organismo, en ese período se consolidó la contabilidad administrativa o de presupuesto, y se creó la financiera o de gestión. Han sido, sin duda, grandes pasos para llegar a la transparencia económica de un organismo del Estado, financiado con recursos públicos.

Transparencia en las cuentas, eficacia en el gasto, equilibrio en la programación, imparcialidad ante los grandes acontecimientos vividos (elecciones generales y locales y referendos de autonomía) han sido las grandes líneas maestras que hemos querido que presidieran la actuación diaria de RTVE.

1979 has been a key year in the history of public radio and television in Spain. During this year Parliament drafted the Statute of Radio and Television which was to take effect on February 2, 1980. This Statute, created out of a dialogue between the political forces represented in Parliament, will serve to put audiovisual media at the service of the community and with fully democratic guarantees.

With reference to the internal management of RTVE, 1979 has also been a very important year. As has now been made clear in the Report on Corporation Accounting, during this time the administrative or budgeting accounts were consolidated and the financial or managements accounts were created. There is no doubt that this has meant a great step forward towards economic transparency in a state corporation that is financed by public funds.

Transparent accounts, efficient expenditure, balanced programming, and an impartial approach to the great events we have lived through (the general and local elections and the referendums on the self-governing regions), these are the general principles which we have attempted to follow in the daily business of RTVE.
