Summary
Explores the history of women’s participation in constitution-making in Somalia, and outlines the strategies women have adopted to have their aspirations for constitutional equality heard. The chapter explains the central role of constitution-making in Somalia’s peace-building processes, following years of civil conflict and violence. It outlines the complex and multi-layered steps towards the adoption of a transitional (not yet final) constitution (and includes a ‘timeline’ table, setting these out). It describes the challenges faced by Somali women to have their voices and perspectives heard against a traditional male-dominated system, built around tribal clans and leaders, and outlines the innovative strategies adopted by women to meet these challenges. It concludes with ‘lessons’ from the Somali experience for constitution-makers in post-conflict situations.
