11 Art. 17, par. 2, requiring the Council to institute an inquiry and to “recommend such action as may seem best and most effectual in the circumstances” is applicable “upon such invitation being given.” Note that this paragraph does not involve the application of Art. 16. Moreover, the Franco–Soviet Treaty imposes no obligations with respect to this paragraph.
