Data and Sustainability
Data & Policy Editor Masaru Yarime (Hong Kong University of Science and Technology) is currently developing two ongoing special collections of articles:
- Data Governance for Innovation for Sustainable Smart Cities
- Facilitating Data-Driven Innovation for Sustainability: Policy Frameworks and Measures for Data Governance (articles currently undergoing peer review)
These collections of articles include theoretical as well as empirical studies that examine various policy measures and approaches to facilitating data-driven innovation for sustainability. As various kinds of data are increasingly available, it is critical to collect, share, and use relevant data through cooperation and collaboration among stakeholders to create innovation. They would have different interests and motivations, however, and might not necessarily be willing to disclose or exchange data with each other, considering a balance between open and proprietary data. Serious concerns are also raised about dealing with sensitive data in terms of security and privacy and implementing micro-targeted nudging based on detailed personal data to induce behavioral change. There are a wide range of policy challenges, including the ownership of and accessibility to data, interoperability and integration of data, incentives to the collection, disclosure, and sharing of data, the protection of data security and privacy, public trust in data governance, and cross-border data transfer. Novel policy approaches, such as living laboratories and regulatory sandboxes, can also be explored. It is of critical importance to examine what impacts would be made by policy measures on facilitating data-driven innovation while addressing concerns in society.
