[By Presidential Memorandum of September 26, 1978, pursuant to Section 13(a) of the Act, it was determined and certified that resumption of full military cooperation with Turkey is in the national interest of the U.S. and N.A.T.O. and that the Government of Turkey is acting in goo faith to achieve a just and peaceful settlement of the Cyprus problem.
