2 In the authors' tabulation of IEA projects as of 1976, they apparently did not distinguish between Working Party discussions and the signing of firm project agreements. Also, they apparently counted the several activities within nuclear safety as separate projects, while we regard them as subactivities of a single project. By our reckoning, as of the end of 1976, there were 14 projects on a basis comparable to the 48 currently in existence. Of course, numbers of projects are not an adequate, or even principal, measure of program significance.
