Political elites in East Asia have opted for a set of democratic institutions with a strong majoritarian bias that privilege efficiency and accountability over representativeness. Some have labeled these democracies “democratic developmental states.” Because the political architects of East Asia's democratic developmental states have met at least some of their objectives, it is time to ask, What has been the impact of the shift to majoritarianism on growth? I answer this question empirically by demonstrating that the contribution to growth from majoritarian democratic institutions in East Asia is as large as that from the region's developmentally oriented authoritarian governments.
A commonly proffered theory to explain the use of elections in authoritarian regimes is that they help identify talented young leaders who can be groomed for leadership positions. Unfortunately, due to the difficulties of obtaining data in authoritarian settings, this hypothesis has not been tested satisfactorily. We examine candidate-level data from the 2007 Vietnamese National Assembly (VNA) election and subsequent selection of candidates for top positions within the VNA and for top ministry positions. We find no evidence that vote share is associated with promotion to leadership positions in the VNA and only limited evidence for vote share association with ministerial posts. Instead, the results indicate that leadership selection takes place within the party rather than through elections. Furthermore, behavior within the assembly suggests that those who were chosen may have been selected based on their loyalty or at least pliancy to the party elites.
This study explores whether and how exposure to mass media affects regime support in competitive authoritarian regimes. Using geographical and temporal variation in newspaper circulation and radio signal strength in South Korea under Park Chung Hee's competitive authoritarian rule (1961–1972), we find that greater exposure to media was correlated with more opposition to the authoritarian incumbent, but only when the government's control of the media was weaker. When state control of the media was stronger, the correlation between media exposure and regime support disappeared. Through a content analysis of newspaper articles, we also demonstrate that the regime's tighter media control is indeed associated with pro-regime bias in news coverage. These findings from the South Korean case suggest that the liberalizing effect of mass media in competitive authoritarian regimes is conditional on the extent of government control over the media.
What drove the East Asian tide of democratization during the “Third Wave?” Instead of focusing on a single-factor explanation, we perform qualitative comparative analysis (QCA) on fourteen cases in the region of East Asia from 1980 to 2000 and find three parallel pathways: (1) overthrow model, which features the positive effects of mass mobilization against authoritarianism under a deinstitutionalized authoritarian regime; (2) urban pressure model that works under an institutionalized authoritarian regime; and (3) inside-out model, in which democratization is triggered by the joint forces of domestic and international conditions under both types of regimes. These results demonstrate that the authoritarian status quo ante is an important determinant of democratic transitions.
No country in Asia has more experience with democratic institutions than the Philippines. Over more than a century—from the representational structures of the Malolos republic of 1898 to the political tutelage of American colonial rule, from the cacique democracy of the postwar republic to the restoration of democracy in the People Power uprising of 1986—Filipinos know both the promise of democracy and the problems of making democratic structures work for the benefit of all. Some 100 years after the introduction of national-level democratic institutions to the Philippines, the sense of frustration over the character of the country's democracy is arguably more apparent than ever before. On the one hand, the downfall of President Joseph Estrada in January 2001 revealed the capacity of many elements of civil society to demand accountability and fairness from their leaders; on the other hand, the popular uprisings of April and May 2001—involving thousands of urban poor supporters of Estrada—highlighted the continuing failure of democratic structures to respond to the needs of the poor and excluded. Philippine democracy is, indeed, in a state of crisis.
Recent political science research has suggested that autocrats adopt a variety of institutions such as nominally democratic elections and ruling parties to buttress authoritarian durability. In this article I investigate the role of constituency service in an authoritarian regime. I argue that Singapore's Meet-the-People Sessions (MPS) is a complementary institution that can serve to mitigate the weaknesses of other authoritarian institutions, thereby entrenching authoritarianism, rather than serve as a form of democratic representation. First, it is a mechanism to gain valuable everyday information about grievances within the population, thereby allowing the ruling People's Action Party (PAP) to formulate policies and effectively target its response. Second, it is a convenient venue to recruit and socialize ordinary party members, thus helping the PAP forestall potential party decay. Symbolically, conducting MPS is a material performance of the hegemonic ideology of elitism between PAP politicians and ordinary Singaporeans.
We analyze and compare three separate efforts to code bias in Malaysia's media and find strong empirical evidence of an ongoing and profound progovernment bias in coverage. We also find, however, significant variation in bias between different types of news outlets. While Malay and Anglophone sources tended to be strongly progovernment, Chinese-language and online outlets were far more impartial. We demonstrate that both the general bias and the variation in it are largely the result of two factors: (1) government censorship and (2) ownership structures that link many major outlets to the ruling coalition. These findings provide a detailed view of the struggle for media independence in a less-than-democratic regime and supply insight into media bias across both authoritarian and democratic regimes in Asia, as well as outside it.
