1 Co-directed by Bruce Michael Bagley (UM) and Juan Gabriel Tokatlián (Dkector, Centro de Estudios Internacionales, Universidad de Los Andes), this research project was inaugurated in the fall of 1987 and involves some 50 researchers in 10 countries in the hemisphere.

2 This essay was published in a previous issue of the Journal of lnter american Studies and World Affairs (Vol. 30, No. 1) under the title, “The New Hundred Years War: National Security and the War on Drugs in Latin America,” and is not included in this compilation.

4 The panel also included presentations on Panama, Haiti-US relations, and Caribbean security by Ambassador Ambler Moss, Jr., Dr. Leslie Manigat (former Haitian President and resident scholar at the Wilson Center), and Dr. Anthony Bryan (University of the West Indies), respectively. These contributions will appear in future issues of the Journal.
