Authors such as Dryzek, Gough and Meadowcroft have indicated that social-democratic welfare states could be in a better position to deal with development of the ‘green’ or ‘eco’ state, and the intersection of social and environmental policies, than conservative or liberal welfare regimes (synergy hypothesis). However, this hypothesis has as yet not been examined in comparative empirical research. Based on comparative empirical data from EUROSTAT, the World Bank, the OECD, the Global Footprint Network and the International Social Survey Programme, we are carrying out two research operations: First, by applying correspondence analysis, we contrast the macro-structural welfare and sustainability indicators of thirty countries and ask whether clusters largely follow the synergy hypothesis. Second, we raise the issue of whether differences in the institutional and organisational capabilities of combining welfare with environmental policies are reflected in people's attitudes and opinions. With regard to the first issue, our results suggest that there is no ‘automatic’ development of the ecostate based on already existing advanced welfare institutions. Representatives of all welfare regimes are spread across established, deadlocked, failing, emerging and endangered ecostates. As for the second issue, the results are mixed. While responses to the statements ‘economic growth always harms the environment’ and ‘governments should pass laws to make ordinary people protect the environment, even if it interferes with people's rights to make their own decisions’ did not vary according to welfare regimes, people from social-democratic countries expressed more often than average their willingness to accept cuts in their standard of living in order to protect the environment.

Based on empirical findings from a comparative study on welfare state responses to the four major economic shocks (the 1970s oil shocks, the early 1990s recession, the 2008 financial crisis) in four OECD countries, this article demonstrates that, in contrast to conventional wisdom, policy responses to global economic crises vary significantly across countries. What explains the cross-national and within-case variation in responses to crises? We discuss several potential causes of this pattern and argue that political parties and the party composition of governments can play a key role in shaping crisis responses, albeit in ways that go beyond traditional partisan theory. We show that the partisan conflict and the impact of parties are conditioned by existing welfare state configurations. In less generous welfare states, the party composition of governments plays a decisive role in shaping the direction of social policy change. By contrast, in more generous welfare states, i.e., those with highly developed automatic stabilisers, the overall direction of policy change is regularly not subject to debate. Political conflict in these welfare states rather concerns the extent to which expansion or retrenchment is necessary. Therefore, a clear-cut partisan impact can often not be shown.

The first part of the paper argues that the care relationship is crucial to securing care quality, which has implications for the way in which quality is achieved and measured. However, for more than twenty years, governments have emphasised the part that increasing market competition and, more recently, user choice of services can play in driving up the quality of care. The second part of the paper analyses the development of social care services for older people, from the reform of 1990 to the changes following the general election of 2010. The paper goes on to examine whether competition and choice are in any case enough to result in ‘good care’, given the evidence of limitations both in the amount of choice available and in how far older people are able or willing to choose. It is argued that if ‘good care’ depends disproportionately on the quality of the care relationship, then more attention should be paid to the care workforce, which has received relatively little comment in recent government documents.

This paper asks whether where someone lives bears any association with their attitudes to inequality and income redistribution, focusing on the relative contribution of neighbourhood income, density and ethnic composition. People on higher incomes showed higher support for redistribution when living in more deprived neighbourhoods. People with lower levels of altruism had higher levels of support for redistribution in neighbourhoods of higher density. People living in more ethnically mixed neighbourhoods had higher levels of support for redistribution on average, but this support declined for Whites with low levels of altruism as the deprivation of the neighbourhood increased. Current trends which sustain or extend income and wealth inequalities, reflected in patterns of residence, may undermine social cohesion in the medium- to long-term. This may be offset to some extent by trends of rising residential ethnic diversity.

This paper presents findings from a qualitative longitudinal study into the lived experiences of welfare reform in the UK. The study set out to explore how individuals directly affected by changes to the benefits system experienced and responded to these reforms. A small group of out-of-work benefits claimants were interviewed three times between 2011 and 2013. The research found that ‘getting by’ on benefits often entailed substantial hard ‘work’, which was frequently time intensive, with many participants also engaged in other forms of socially valuable contribution such as caring and volunteering. A strong orientation towards paid employment was evident across most of the sample and fluid movements in and out of work, characteristic of the ‘low-pay, no-pay’ cycle, was quite common. Alongside a discussion of these findings, this paper considers the (mis)match between the government rhetoric of benefits as a ‘lifestyle choice’ and individual lived experiences.

Within Europe, the Norwegian and English welfare states represent two different welfare regimes. Due to common demographic challenges of an ageing population as well as grass- roots pressures, particularly from disabled people, significant changes in the delivery of long-term care services for older and disabled people have taken place. This article focuses on the change towards personalisation policies encouraging greater choice and control in regard to care services, and uses the case of ‘cash-for-care’, which gives people an allocation of funding to meet their needs, to discuss conditions and implications of personalisation policies within different contexts. Based on a theoretical framework exploring a democratic and a market discourse of personalisation policies, the article provides a comparative analysis of the Norwegian and English cash-for-care schemes. While a crucial common change in the public sector's role towards at-arm’s-length long-term care services occurred, significant differences remain: while English residents are given greater choice and control from the beginning of the allocation of cash-for-care they also face more insecure circumstances due to the simultaneously stimulated care provider market. The Norwegian case, however, shows a possibility of increasing choice and control without a large diversity in a care provider market.

When the 2008 crisis hit, social safety nets in Europe were not in the best of shape. This article examines what, if anything, governments did to adjust minimum income protection after two decades of relative neglect. In view of the hardship brought on by the crisis, this question is of importance in itself. In addition, there is a long-standing interest in the role crises play in re-shaping policies, possibly in a radical way. Building on purpose-collected data for twenty-four European countries, this article shows that many countries introduced supportive measures during the first years of the crisis, particularly in the form of additional benefit increases and more generous child benefits. Behavioural requirements imposed on minimum income recipients were not relaxed but in some countries activation efforts were intensified. Although the evidence shows that the crisis did trigger a response, there is little evidence for a structural change of course towards more adequate safety nets.

This article offers an empirical analysis of the role of social workers as policy actors in parliamentary committees. Based on an initial finding that social workers participated in 14 per cent of all the deliberations of parliamentary committees in the Israeli parliament, the article examines the actual inputs of these social workers in the committee discussions. In order to examine the inputs of social workers in these committees and to identify the links between organisational affiliation and committee type and the inputs, the study provides a close analysis of the recorded minutes of three parliamentary committees. It reveals that social workers tended to facilitate and enrich the social policy formulation process. However social workers, particularly those employed by not-for-profit organisations, also challenged policy makers and placed matters on the agendas of committees. The findings of the study show that social workers are policy actors who offer diverse inputs into a complex policy formulation process.

During the 1990s’ welfare reforms in China, which highlighted budgetary cuts and decentralisation, local governments in Taizhou, Zhejiang Province, placed self-financing elders in public welfare homes or sent the ‘Three Nos’ (no children, no income and no relatives) elders on public assistance to the emerging non-governmental elder institutions, so as to strategise their public spending. Using ethnographic data collected at the reformed mixed elder homes, this article examines how physical, social and cultural boundary work is constructed and maintained during the everyday interactions of the paying elders and the public clients on welfare. The self-financing customers, through their efforts of distinction, stigmatise the ‘Three Nos’ elders as incompetent, irresponsible and dependent individuals of low quality, and condemn their incompatibility with the regional market prosperity. The elders on public welfare, although marginalised at the institutions, adopt the ideals of collectivity, equality and reciprocity under state socialism as their persistent yet weak resistance. While previous research hails the welfare reforms for introducing diverse funding mechanisms and innovative service models, this study of the antagonistic boundary work at mixed welfare institutions calls for an assessment of the class hierarchy and social inequality that have appeared in the post-reform era.

Street-level bureaucrats are considered to be subject to bureaucratic managerial regimes and threatened by stronger regulation and a reduction in their ability to exercise control over their work. Contrary to the managerial approach, predicting curtailment of professional autonomy, theorists foretell the continuing importance of discretion in the translation of social objectives into actual service delivery. Given such opposite predictions, what is the perceived direction of change and scope for independent decision-making for front-line workers? This paper empirically investigates the contradictory hypotheses predicting continuing or declining opportunities for street-level discretion in a context of activation policies and welfare reforms. The data come from two surveys conducted among practitioners and local managers in the Norwegian employment and welfare services in 2004 and 2011. Despite managerial control and bureaucratic procedures that regulate many decisions, discretion still remains a characteristic of front-line work. Continued discretion is closely related to the implementation of activation goals and the merging of tasks and integrated services following the whole-of-government reform. The findings confirm the role of managers as key players in implementing policies at the local level. Concurrently, the discretionary power of trained social workers is decreasing and challenged by the push for uniform practices and a managerially regulated role.

Some commentators view reforms to the German political economy since the 1990s as constituting a broad liberalisation of a previously coordinated market economy (e.g., Streeck, 2009). Others argue that by maintaining protection for core workers the reforms represent a dualisation rather than liberalisation (e.g., Palier and Thelen, 2010). This debate has paid little attention to public–private pension reform since 2001. This paper argues that pensions have been a crucial component of the German social model since 1957 and demonstrates why comprehensive analysis of its development must consider them. After summarising how public and occupational pensions have supported core German workers since 1957, the paper calculates core workers’ projected net pensions and those of less privileged employees before and after recent reforms. On this basis, it concludes that pension reforms have created a system more characteristic of a liberal than a dualised political economy. Since the reform, the projected pensions of today's young workers are closer to the poverty line, and the gap between the projected benefits of core and peripheral workers has narrowed. Increasingly, as young core workers age, they will thus have less incentive to invest in employer specific skills, a development that threatens the model as a whole.

Exploiting retrospective data from the SHARELIFE project, we investigate long-term associations between early and later life unemployment spells of at least six months in a sample of more than 13,000 men and women from eleven European countries. Our findings provide, first, evidence for significant differences in the life-course pattern of unemployment occurrence between welfare state regimes. Second, childhood conditions are shown to bear significant associations with the odds of experiencing periods of unemployment throughout one's employment career. Third, and finally, our analysis confirms previous research in that we provide clear evidence for long-term scarring effects, showing that they are indeed permanent ones, as we observe them even among older workers close to retirement. The paper concludes with a discussion of perspectives for future research.

As has been the case in a number of countries, parents in England have increasingly been given the opportunity to choose between different types of schools. Doing so is regarded as a way of meeting individual needs and improving academic standards. Faith-based schools long predate this move towards a more diversified educational system, but have come to be regarded as one of the ways of fulfilling the recent agenda. Drawing on social identity theory, we suggest that attitudes towards faith-based schools reflect social (religious) identities and group interests associated with those identities rather than beliefs about the merits of individual choice. We demonstrate this is the case using data from all four parts of the UK. However, the extent to which attitudes towards faith-based schools are a reflection of religious identities varies across the four parts in line with the structure of the religious economy and educational provision locally. We conclude that rather than reflecting a supposedly a-social concern with choice, support for diversity of educational provision may be rooted instead in collective – and potentially antagonistic – social identities.

The dynamics of income poverty in European countries have been extensively analysed using the ECHP dataset, run from 1994 to 2001 in the ‘old’ fifteen member states. Using EU-SILC longitudinal data, the purpose of this paper is to update this type of analysis to 2006 by including the ‘new’ EU member states and focusing on poverty mobility. The demographic and economic events associated with households falling into or exiting poverty are analysed through both descriptive analyses and logit regressions. The analysis compares six groups of countries clustered according to welfare regime typologies. The results reveal that most poverty transitions are associated with economic events, but the entry rates after the occurrence of demographic events are also crucial. With respect to poverty entry rates, differences among groups of countries are consistent with their welfare regime typologies, but a less clear ranking among them emerges when considering poverty exit rates and when regressions are estimated while controlling for household characteristics.

It remains a puzzle as to why incapacity claims rose in many OECD countries when life expectancy was increasing. While potentially due to hidden unemployment and policy failure, this paper tests a further explanation: that work has become more difficult for disabled workers. It focuses on the UK as a ‘most likely’ case, given evidence of intensification and declining control at work. To get a more objective measure of working conditions, the models use average working conditions in particular occupations, and impute this into the British Household Panel Survey. The results show that people in low-control (but not high-demands) jobs are more likely to claim incapacity benefits in the following year, a result that is robust to a number of sensitivity analyses. Deteriorating job control seems to be a part of the explanation for rising incapacity, and strategies to cut the number of incapacity claimants should therefore consider ways to improve job control. Given the challenges in changing job characteristics, however, an equally important implication is that high levels of incapacity should not just be seen as a result of poor policies and a lack of jobs, but also as a result of the changing nature of work.

In 1978, Norway established a sickness insurance with no waiting days and full wage compensation. For the past thirty years, Norwegian authorities have repeatedly attempted to change this incentive structure in order to reduce comparatively high sickness-absence levels, but with little success. Thus, Norway seems to exemplify the retrenchment literature's diagnosis of fiscally unsustainable welfare states whose attempts to reduce costs are blocked by strong interest groups and institutional inertia. However, while changes in the incentive structure have been blocked, policy development has taken other paths.

New structures for monitoring sickness absence and for activating employers and employees have been established. The course of a sickness-absence spell has been regulated, with ‘stop points’ and procedures which must be adhered to. Rather than increasing employers’ and employees’ economic responsibility, these actors have been made responsible for the establishment of individual plans, they are to enter into dialogue at compulsory meetings and aim towards the use of active measures. While this often has been perceived as a sign of inability to reform, it may alternatively be viewed as the silent establishment of new relations of governance.

By analysing this specific case, the paper addresses the wider issue of welfare state change. Through the analysis of incremental, qualitative reforms such as these – often overlooked in comparative social policy research – it throws light upon how social policies may work through restructuring citizen–employer–social partner–state relationships.
