1 The distinctions suggested have rested on such considerations as whether or not the missiles were deployed pursuant to a defensive alliance, whether a majority of the states in the adjacent area were opposed to the deployment, whether or not the deployments were overt or clandestine, or whether or not they were precipitously arranged or drawn out over a protracted period.
