Climate change is characterised by uncertainty. But available economic assessments (e.g. Stern 2006) suggest that delaying action on emissions will lead to increasing global damage cost, with greatest incidence in poorer and vulnerable communities and sectors. There are thus efficiency and equity arguments for early coordinated global action on emissions reduction. In the UK the Climate Change Committee has been established to develop a route map for the “decarbonisation” of growth in all sectors including agriculture.
