Abstract. This paper uses data from the 2004 Canadian Election Study to analyze the factors that motivated a vote for each party and to identify the ones that mattered most to the outcome of the 2004 federal election outside Quebec. Particular attention is given to the impact of the sponsorship scandal, the sources of support for the new Conservative party and the factors that explain the NDP's improved performance. The findings are used to address some basic questions about the 2004 election and its larger implications.

L'article utilise les données de L'Étude électorale canadienne de 2004 pour identifier les principaux facteurs qui ont motivé l'appui aux différents partis et pour jauger leur impact sur le résultat de l'élection à l'extérieur du Québec. Les auteurs accordent une attention particulière aux effets du scandale des commandites, aux sources de l'appui au nouveau Parti conservateur et aux raisons sous-jacentes des gains du NPD. Les résultats permettent de répondre à un certain nombre de questions sur le sens et la portée de l'élection.
Effect of Economic Conditions on Government Popularity: The Canadian Provincial Case

Abstract. This study tested if the economic voting hypothesis can explain voters' support for provincial governments. Using pooled time-series data from six provinces, a popularity function was developed and tested. Findings indicate that economic conditions have an effect on provincial government popularity. Voters attribute different responsibilities, however, to different political parties. Left-wing incumbent parties are held to be accountable for unemployment, while centrist and right-wing ruling parties are accountable for public deficits. Results also show that provincial government popularity depreciates over time and is correlated to the federal government's own popularity.
Résumé. Cette étude a pour objectif de vérifier si l'hypothèse du vote économique peut expliquer la popularité des gouvernements provinciaux auprès des électeurs. Ainsi, une fonction de popularité est présentée, puis testée à l'aide de séries chronologiques provenant de six provinces canadiennes. Les résultats empiriques obtenus indiquent que la situation économique exerce une influence sur la popularité des gouvernements provinciaux. Toutefois, les électeurs attribuent différentes responsabilités à différents partis politiques. Ainsi, ils tiennent les partis de gauche responsables de la situation de l'emploi et les partis de centre et de droite responsables des déficits publics. De plus, les résultats démontrent que la popularité des gouvernements provinciaux se déprécie avec le temps et est corrélée à la popularité du gouvernement fédéral.

Abstract. There is a discussion in the literature about whether, to what extent, and in what ways the welfare state is retrenching or otherwise changing. Both the health policy literature and the broader policy studies literature have tended to focus on economic measures of privatization. This study tests the adequacy of the measures of public-private change proposed by Stoddart and Labelle (1984) by using them to track and analyze the sequence of policy changes in automobile legislation, workers' compensation and health that transformed Ontario's rehabilitation health sector from being almost entirely public in 1990 to being almost entirely private a decade later. It suggests adding what is called “allocative decision-making power” to indicators used to assess public-private change in order to more adequately capture transformations.
Résumé. Assiste-t-on au déclin de l'État-providence ou à sa transformation? Quelle est l'ampleur du phénomène? Ce sont des questions qui ont été maintes fois examinées. Or, les analyses des politiques de santé ainsi que les études plus générales des politiques publiques ont tendance à se concentrer sur les mesures économiques de privatisation. La présente étude vise à tester la pertinence des mesures du changement public-privé proposées par Stoddart et Labelle (1984) en les appliquant à la série des changements de politiques en matière de réglementation automobile, d'indemnisation des travailleurs et de santé qui ont fait passer le secteur de la réadaptation du système de santé ontarien d'un statut presque entièrement public en 1990 à un statut presque entièrement privé une décennie plus tard. Cette étude propose d'ajouter la mesure de ce qu'on appelle “ la capacité à prendre des décisions d'allocation ” aux indicateurs traditionnels d'évaluation de l'équilibre public-privé, afin de mieux décrire les processus de changement.

Résumé. Ces dernières années, la métropole montréalaise a connu un ensemble de dynamiques institutionnelles qui ont remis en question l'équilibre des relations entre les municipalités constituantes. Les institutions ont été fortement ébranlées par un double processus de fusion puis de défusion. Cherchant à contrecarrer les aspirations des municipalités “ défusionnistes ”, le gouvernement provincial a promulgué la Loi 33 qui transfère de nombreuses compétences de la mairie centrale aux arrondissements. Au-delà des nouvelles dynamiques politiques entre ces deux niveaux de gouvernement, c'est aussi le processus d'articulation entre la sphère politique municipale et la société civile montréalaise qui est en jeu. Cet article examine les impacts de la Loi 33 sur les relations entre la municipalité et les communautés ethnoculturelles en attirant l'attention sur une tendance à l'hyperpluralisation et à l'ethnicisation des demandes issues de certains groupes immigrants récemment implantés à Montréal.
Abstract. The urban region of Montreal has recently faced institutional dynamics which have transformed the relations between the municipalities. Local institutions had to adapt to a double process of merging and demerging. In order to limit the process of secessionism, the provincial government voted Bylaw 33 which transferred many resources and competences to neighbourhoods. Beyond the new division of labour between the two levels of government, this law is changing the relationships between the civil society and the political realm. This article aims at analyzing the impacts of Bylaw 33 on the relationships between the municipality and immigrant groups by arguing that we are facing a trend to hyperpluralism due to the strategies of leaders representing immigrant groups recently settled in Montreal.

Abstract. Theories that emphasize shared group identities to justify and delineate the rights of minority cultural groups are problematic because they obscure the differences that exist among group members. Disputes involving cultural communities are more clearly analyzed using a politics of intragroup difference that relies on three central precepts, namely, a relational conception of difference, attention to relations of power and concern for individual autonomy. A framework based on this foundation is better able to identify the significance of socially constructed differences and better equipped to adjudicate disputes where intragroup differences are raised.
Résumé. Les théories qui mettent l'accent sur les identités de groupe partagées pour définir et justifier les droits des groupes culturels minoritaires sont problématiques car elles obscurcissent les différences qui existent entre les membres du groupe. Les conflits impliquant des communautés culturelles s'analysent plus clairement à l'aide de méthodes qui présument l'existence de différences à l'intérieur d'un même groupe et sont fondées sur trois préceptes fondamentaux, notamment une conception relationnelle des différences, la prise en compte des relations de pouvoir et la protection de l'autonomie individuelle. Un modèle basé sur ce fondement est mieux apte à cerner l'importance des différences définies par la société et à arbitrer des conflits à l'occasion desquels des différences sont soulevées à l'intérieur d'un même groupe.

Abstract. This paper questions both realist and restorative conceptions of truth commissions, to the extent that both of those conceptions neglect the internal links between truth commissions and criminal trials. Interpreting the requirements of retribution, responsibility and truth-telling, the paper argues that trials and truth commissions should be placed at points on a spectrum rather than in distinct categories, and that the circumstances of political transition explain the divergences in their respective practices. We may see truth commissions and trials as expressing the same aims of justice, though in contextually differentiated ways that modify both the subordinate principles required by the aims of justice and also their institutional expression.
Résumé. Cet article remet en question la conception réaliste et la conception réparatrice des commissions de vérité, dans la mesure où toutes les deux négligent les liens internes entre les commissions de vérité et les procès criminels. Interprétant les exigences de rétribution, de responsabilité et de véracité, l'article avance que les procès et les commissions de vérité devraient être situés en divers points du même spectre plutôt que dans des catégories distinctes et que les circonstances de transition politique expliquent les différences entre leurs pratiques respectives. On peut considérer les commissions de vérité et les procès comme traduisant une même “poursuite de la justice”, bien que les différences de contexte modifient dans chaque cas les principes subalternes qu'impose la recherche de la justice et, de ce fait, changent aussi leur expression institutionnelle.
The Dissemination of International Liberal Norms: The Case of the ECHR and the UK

Abstract. The dominant theory of international liberal norm-dissemination argues that states will tend to move from rejection of international norms to internationalization through gradual, predictable stages. The presumption is that the mass public consistently presses the state (in partnership with international norm carriers) for greater liberalization. This theory is shown to have serious weaknesses when applied to mature democracies. A study of the UK's response to adverse rulings from the European Court of Human Rights indicates that policy elites respond differently depending on the norm, the security context and public opinion. Further, the public does not consistently advocate liberalization, but sometimes the reverse.

Une théorie principale sur la propagation des normes libérales internationales avance que les États ne passent que graduellement du rejet des normes internationales à leur adoption, en passant par plusieurs étapes prévisibles. Elles présument que le grand public (en conjonction avec les créateurs des normes internationales) exerce des pressions continuelles sur les États pour plus de libertés civiques. En fait, cette théorie n'explique pas l'évolution des attitudes vis-à-vis les libertés civiques dans les démocraties avancées. Une étude du Royaume-Uni, par exemple, démontre que, lorsque la Cour européenne des droits de l'homme dénonce une violation de la Convention, les élites politiques réagissent différemment en fonction de la norme en cause, des questions de sécurité et de l'opinion publique. En outre, le public n'est pas toujours en faveur de la libéralisation, au contraire.
Rawlsian Reasonableness: A Problematic Presumption?

Abstract. The notion of “reasonableness” has been a prominent feature of liberalism since the latter first emerged as a coherent philosophical project. Indeed, arguably, reasonableness is the core value animating the liberal outlook. Such a claim is especially true with respect to the conception of political liberalism promoted by John Rawls. In essence, the viability of Rawlsian political liberalism is dependent upon the “reasonableness” of both the public conception of justice and the individuals who must live under its constraints. However, this reliance on reasonableness poses a number of potential difficulties for Rawls's argument, particularly insofar as his belief in the ability of his conception to secure the conditions essential to establishing and sustaining a just and stable liberal democracy is premised upon a number of questionable claims and expectations regarding the reasonableness of individual attitudes and behaviour. The primary task of this essay is to identify and explain a number of concerns that render suspect the plausibility of Rawls's conclusions regarding the extent to which it is realistic to presume the reasonableness of individuals and, by extension, the ability of his conception to achieve its stated goal.
Résumé. La notion du “ raisonnable ” constitue un aspect important du libéralisme depuis l'émergence de ce dernier en tant que projet philosophique cohérent. En fait, le raisonnable est sans doute la valeur principale qui anime le point de vue libéral. Ceci est particulièrement vrai de la conception du libéralisme politique défendue par John Rawls. Le libéralisme politique de Rawls dépend essentiellement du caractère raisonnable de la conception publique de la justice, ainsi que des individus qui doivent vivre selon ses contraintes. Toutefois, l'importance du raisonnable dans ce concept soulève un certain nombre de problèmes dans le raisonnement de Rawls. Il est persuadé que ses idées garantissent les conditions essentielles pour établir et maintenir une démocratie libérale, mais ce postulat s'appuie sur de nombreuses affirmations et espérances discutables quant au caractère raisonnable des attitudes et comportements individuels. Cette dissertation s'efforcera principalement d'identifier et d'expliquer un certain nombre de problèmes remettant en cause la plausibilité des conclusions de Rawls. On étudiera tout particulièrement dans quelle mesure il est réaliste de présumer du caractère raisonnable des individus et, par extension, de la capacité de la conception de Rawls à atteindre ses objectifs.

Executive Styles in Canada: Cabinet Structures and Leadership Practices in Canadian Government, Luc Bernier, Keith Brownsey and Michael Howlett, eds., Toronto: University of Toronto Press, for The Institute of Public Administration of Canada, 2005, pp. xiii, 282.
Executive Styles in Canada is a welcome addition to the literature on Canadian political leadership and provincial politics, essentially raising the question of the power of the premier, central agencies, and executive council in each of the Canadian provinces. To this end the editors have organized the book in 13 chapters. The book begins with a survey of the whole debate over “court government” raised by Donald Savoie, and the development model of Canadian cabinets advanced by Stefan Dupré and Christopher Dunn. The second chapter is given over to Savoie to make his case with respect to the federal government. His argument, by now familiar, is that by the 1990s the real power in the federal government is in the hands of the “prime minister and a small group of carefully selected courtiers” (17). Executive dominance of the legislature in the Westminster model has given way to even greater centralization. Power flows not from ministers, but from the prime minister. While Savoie does not address the seeming anomaly of the Paul Martin minority government of 2004–05, in which the House of Commons and even the opposition parties suddenly became relevant again, one gets the sense that he would argue that this is a temporary development rather than a more durable departure from the direction of the last 30 years.

Training the Excluded for Work is an important contribution to debates about the importance and viability of job training policies and programmes that are directed to those who are “excluded” in the Canadian labour market. It is also timely insofar as job training, in contrast to post-secondary education policy, remains somewhat underexamined in Canada. This is particularly ironic, as job training has emerged as a key issue for policy makers, industry, workers and activists. Training is frequently touted as a panacea that will address a host of economic ills including unemployment, low productivity levels and lagging investment. On the one hand, many employer and industry groups view training measures as part of a larger strategy to address the imperatives of a global economy. Here, neoliberal rationales tend to prevail—job training becomes an investment in individual human capital. But on the other hand, job training can also be an important means by which marginalized groups, including youth, women, indigenous groups and racialized minorities, address the terms of their exclusion from (or limited inclusion in) the labour market. In doing so, other rationales come to the fore, most notably the need to address social inequities in the labour market. This edited book addresses this latter aspect of the training policy debate.

Après Systèmes partisans et partis politiques qu'il a publié en 1985 sur la science des partis politiques, Vincent Lemieux offre cette fois Les partis et leurs transformations : le dilemme de la participation. Il faut bien noter que ces deux ouvrages ne représentent qu'une partie de la contribution du politologue québécois à l'étude des partis politiques et des systèmes partisans. Toutefois, cette plus récente publication retiendra l'attention, ne serait-ce que parce qu'elle est centrée sur la question de la participation des acteurs partisans aux partis et aux systèmes de partis.

Le domaine de la communication politique évolue très rapidement sur le plan de la pratique comme de la recherche. À cet égard, l'ouvrage de Jacques Gerstlé brosse un tableau de synthèse exhaustif et actuel des fondements théoriques, des techniques et des pratiques en communication politique. Il s'appuie sur des recherches et des exemples récents provenant surtout de France et des États-Unis, ce qui peut être pertinent du point de vue comparatif, mais risque de réduire l'intérêt des chercheurs canadiens pour l'ouvrage. De nombreux tableaux, figures et statistiques témoignent de la place accordée à l'analyse empirique et quantitative. Il s'agit à notre avis d'un livre excellent dont le point fort réside dans la diversité des connaissances exposées, la systématicité de la présentation et l'actualité des exemples. Il sera utile aux politologues et, plus généralement, aux chercheurs en sciences sociales ou en communication et journalisme, de même qu'aux praticiens et aux étudiants désireux de saisir les multiples approches et phénomènes de la communication politique.

The situation of Aboriginal people in Canada deserves close attention from academic researchers and policy makers. While it is important to explore the larger questions of self-government, sovereignty, and land claims, it is also necessary to conduct research based on the current reality of Aboriginals in order to develop relevant and effective strategies. This collected volume of essays brings together researchers and policy makers in an attempt to provide an empirical foundation for building better policy and better communities for Aboriginal peoples in Canada. The research itself is structured around two central questions: What is the situation? How has it developed? The effort to answer these questions provides a substantial basis for future development and initiatives.

Compiling edited collections is notoriously difficult because editors and contributors frequently work from a different script. The result is that instead of producing a coherent volume which addresses a particular theme, readers are often left with a collection of scholarly papers that share little in common. What may have started as a project with a single goal and focus can quickly disintegrate into a patchwork quilt. This major problem has been avoided in Leslie Pal and Kent Weaver's edited book, The Government Taketh Away: The Politics of Pain in the United States and Canada, a sophisticated and richly detailed analysis of how decision-makers in the two countries attempt to introduce policies that may adversely affect the economic, social and political interests of various groups while trying to minimize political fallout. As the title of this book suggests, the editors are not concerned about why policy makers reward certain sectors and groups in society. After all, common sense dictates that politicians need votes and attempt to acquire them by appealing to the broadest segment of the population. In this book, the focus is on how policy makers, when faced with potential opposition from different groups, make strategic decisions that result in the imposition of losses. Although the editors do not offer a concrete definition of loss, examples include policy decisions that result in the de-indexation of old age pensions, the closure of military bases and the retraction of tax benefits. This book is not an indictment of government—the editors acknowledge that in democracies politicians must often make difficult choices that will help some and hurt others. Rather, it is a thorough exploration of how decision makers make these decisions and how various groups and sectors react.

Charles-Philippe David est un chercheur francophone bien connu dans les milieux académiques de la discipline des relations internationales. Il a publié un bon nombre d'ouvrages et d'articles sur la sécurité internationale, les études stratégiques et diplomatiques et la politique américaine. Ses travaux de langue française sont particulièrement importants et bienvenus chez les chercheurs et les étudiants francophones s'intéressant à une discipline où la langue de Shakespeare est largement prédominante. David récidive donc avec la 2e édition de ce volumineux livre de quelque 700 pages, avec l'addition d'un chapitre sur la présidence de George W. Bush et d'une étude de cas sur l'invasion de l'Irak. L'objectif général de l'auteur est d'analyser de l'intérieur la formulation de la politique extérieure des États-Unis, de Truman à Bush, le fils. L'angle d'analyse de Charles-Philippe David est particulier, dans le sens où il défie les théories des relations internationales systémiques, sociétales ou rationnelles auxquelles les étudiants sont souvent invités à s'intéresser.

What is “governance”? Despite a huge literature, a major journal, and numerous teaching programmes and courses ostensibly dealing with the subject, it is a concept that still inspires much confusion. Many students of political science, among others, see the term as being simply a synonym of “governing,” used to describe what governments actually “do,” or as just a new name for the traditional subject matter of established fields such as public administration and public management, offering little in the way of value-added to those more traditional terms and academic fields. Others, of course, argue that “governance” represents a fundamental new way of “governing,” specifically a much less top-down and hierarchical form than is traditionally associated with studies of public administration, and hence a subject worthy of additional attention and the coinage of neologisms.

La diversité culturelle qui meuble et module les sociétés du monde s'exprime par plusieurs moyens, tels la politique de l'identité, la mobilisation de mouvements sociaux, l'élaboration des politiques publiques qui la gèrent ou le développement d'un discours des droits auquel les politiciens et les tribunaux font écho. Elle fait l'objet d'une attention soutenue dans le contexte des petites sociétés et des minorités nationales, qui sont constamment confrontées à leur condition minoritaire ou précaire de par leur position géopolitique ou de par leur diversité interne en conséquence de mouvements migratoires, de conquêtes, de colonisations ou de partitions. La mondialisation complique encore les choses, en provoquant une transformation des rapports de pouvoir, un repositionnement territorial de ceux-ci et une transformation du rôle de l'État et de la société. Tel est le contexte de la discussion proposée dans le recueil de Jacques L. Boucher et Joseph Yvon Thériault, intitulé Petites sociétés et minorités nationales. Enjeux politiques et perspectives comparées. Le volume rassemble une série de textes, eux-mêmes présentés lors d'un congrès tenu à Ottawa et Gatineau, à l'été 2002, tel qu'on nous le rappelle dans les détails bibliographiques. Démontrant une multidisciplinarité utile à la compréhension des nombreux enjeux propres aux petites sociétés, le volume propose une discussion de ces enjeux à partir de la situation du Québec et des communautés minoritaires ailleurs au Canada, ainsi que de celle de sociétés d'Europe et d'Asie. La mondialisation représente la trame de fond principale des débats, car elle transforme les capacités des petites sociétés, les forums vers lesquels elles se tournent pour faire entendre leurs revendications et la nature même de ces revendications. De plus, la mondialisation entraîne une restructuration de leur société civile et par conséquent l'apparition de nouveaux lieux et formes de conflits.
