Summary
Antitrust will never be perfectly calibrated. No matter the consensus (or lack of it) about the goals of competition policy and the role of economics, enforcers face a formidable challenge. Accuracy requires predicting the but-for world, which no one can observe. Economic modeling and econometrics hone the image, but it often remains blurry. The repository of knowledge about industrial organization is impressive, but incomplete. For antitrust policymakers, missteps are endemic because certain facts are unknowable.
