Summary
This chapter analyses the UN Committee on the Rights of the Child’s (the Committee) interpretation of the right to development. The chapter asks a set of questions, including how the Committee conceptualises the term ‘child development’, how ‘child development’ features in the interpretation of the right to development and other rights in the Convention, what the risk factors are that undermine the right to development, and what measures should be taken to promote and protect the right to development. The chapter examines all the Concluding Observations issued by the Committee between 1993, when it began reviewing States Parties’ implementation reports, and 2016, as well as all the General Comments that it had published by December 2017. This amounts to nearly 500 Concluding Observations and 23 General Comments.
