Summary

A state of tension has been provoked in the relations between Yugoslavia and Bulgaria owing to the perpetration of two bomb outrages at Pirot and Strumnitza on March 3rd and March 9th. The Mixed Commission established by the recent Pirot Agreement between the two Governments has met at Tsaribrod to investigate the incidents and has forwarded to Sofia for consideration proofs furnished by its Yugoslav members showing that the perpetrators came from and escaped to Bulgaria. There seems no doubt, and this view is confirmed by His Majesty's Minister at Sofia, that both incidents have been instigated by the Macedonian Revolutionary Organisation who are anxious to frustrate the better understanding between Bulgaria and Yugoslavia resulting from the Pirot Agreement. The Yugoslav Government, moreover, are persuaded that in this nefarious design the Macedonian Revolutionary Organisation are acting as the instruments of Italian policy and that the outrages are a part of Italian machinations to keep Yugoslavia and Bulgaria apart. The Yugoslav representative at Sofia has been instructed to make firm but friendly representations to the Bulgarian Government, and the Yugoslav Minister for Foreign Affairs has complained to Mr. Henderson of the inactivity of the Bulgarian Government and has suggested that the Yugoslav Government may find themselves compelled to denounce the Pirot Agreement, maintaining that it has only served provoke these outrages. Mr. Henderson pointed out to M. Marinkovitch the unwisdom of playing the very game of those persons who hope by perpetrating these incidents to prevent good relations between the two countries; his language has been approved and he has been instructed to continue to urge patience and moderation on the Yugoslav authorities and, if he thinks the occasion suitable, to advise the Yugoslav Government to make a friendly demonstration towards Bulgaria by allaying the grievances of the Minorities in Southern Serbia.

At the same time Mr. Waterlow has been instructed to urge the Bulgarian Government to make special efforts to restrain their subversive elements and to bring the perpetrators of the recent outrages to justice. The same language has been held to the Bulgarian Minister. We have also invited the French Government to instruct the French representatives at Belgrade and Sofia to hold similar language to the Governments to which they are accredited.
