In the developing areas of the world new class-relations emerge, as one after another country adopts democratic institutions and initiates industrial growth. In the ‘developing areas’ of Europe a comparable process took place since the French Revolution and during much of the nineteenth century. This essay seeks to enhance our understanding of the modern problem by a re-examination of the European experience with special reference to the relation of social stratification and the political community in the nation-state (i).

Toutes les sociétés ont eu une idée plus ou moins précise de ce qu'elles étaient et de ce qu'elles voulaient être. Les sociétés modernes sont les premieres qui pretendent acquérir d'elles-meêmes une connaissance scientifique. La sociologie a vocation d'être la conscience de sociétés assez ambitieuses ou imprudentes pour s'offrir a l'observation détachée et a, la curiosité sans retenue.

Gewiss war Aristoteles ein Kind seiner Zeit, als er behauptete, es gäbe Herren und Sklaven »von Natur«. Aber solche Ideologiekritik seiner These sagt uns wenig über das Problem, um das es Aristoteles ging, und über den Weg, den er zu seiner Lösung beschritt. Das Erregende an Aristoteles' Überlegungen zur Frage der Ungleichheit unter den Menschen ist, daß er mit ihnen beinahe zum ersten Soziologen geworden wäre — und es dann doch nicht wurde, weil er die Chance der soziologischen Erklärung eines Problems an eine, zudem zweifelhafte, philosophische Anthropologie auslieferte. Es ehrt diesen Irrtum, daß er sich nahezu 2000 Jahre lang unangefochten erhielt und noch heute gelegentlich auftritt. Doch bleiben auch ehrwürdige Fehler falsch, und es bleibt daher wichtig zu ergründen, wie sie zustandekommen konnten.

The founders of sociology—Auguste Comte, Herbert Spencer and Karl Marx—intended to create, each in his own fashion, a universal science of society. Nevertheless, they were above all concerned to explain how the 19th century industrial societies had come into existence, to analyse the ramifying effects of industrialism, to elucidate the connections between economic, political and intellectual changes, and to predict the future development of Western societies. Even in their systematic attempts to classify the types of human society, they inclined towards a simple and radical distinction between the modern Western societies and all others; and gave to the former a privileged position as objects of study. This classification was adopted, with modifications, by many later sociologists, and it plays an important part in the work of Tönnies, Durkheim and others, up to the recent writers who differentiate between ‘modern’ and ‘traditional’ societies, or ‘urban’ and ‘folk’ societies.

Les discussions sur les rapports entre catégories sociales et sur la stratification ont été longtemps dominées, en Europe au moins, par la problématique marxiste de l'opposition entre deux classes. Le concept de classe pourtant, tel que l'avaient redéfini les marxistes, ne pouvait s'appliquer concrètement qu'à une minorité ou tout au plus une moitié de la population. Mais la croyance à la possibilité d'une société sans classes, ce mouvement mystique moteur du « militantisme » socialiste permettait de rejeter provisoirement de l'analyse les groupes intermédiaires, assez dédaigneusement appelés « petits bourgeois ».

Sociologists and laymen have often seemed to differ over the nature of democracy. Public opinion generally gives prominence to the freedom of citizens to elect representatives, and until recently political scientists devoted most of their attention to the instituted rules which safeguard these rights and make them effective. The sociologist's concentration upon elites and social processes must often haye seemed, to both layman and political scientist, to blur the distinctions between democracy and totalitarian or aristocratic forms of government. This difference in emphasis sometimes reflects the gap between wish and reality; sometimes, however, it is due to the sociologist's excessive neglect of formal institutions. In this omission, the sociologist is frequently suffering from the undue influence of certain ideas in the sociological tradition, which, when first stated, were salutary correctives of older misconceptions. Thus Max Weber and Joseph Schumpeter stressed, as the distinctive and most valuable feature of democracy, the formation of the political elite in a competitive struggle for the votes of a mainly passive electorate (I). On account of its heritage of ideas, sociology has yet to create the single theory which will give due weight to the autonomy of legally-constituted elites as well as to the influence of the various other social groups involved in the democratic process.

The problem of the ‘new working class’ is located in the events of recent political history, specifically in the three successive electoral defeats of the Labour Party. In attempting to explain the failure of the traditional working class party to increase, or even retain, its support among the wage-earning population, a good many generalizations about the causes and consequences of secular changes in the class structure have been advanced and disputed. The salient thesis is that which seeks to account for the conservative drift of the working class in terms of their growing prosperity and their gradual assimilation to the middle class in an economy of full employment and rising expectations of material welfare. As one writer puts it: “The whole working class finds itself on the move, moving towards new middle class values and middle class existence” (1).

Für den politischen Soziologen, der sich seiner Zeit ver-pflichtet weiß, gibt es heute vor allem zwei Probleme, und beide sind Probleme der Demokratie: das Problem der deutschen Demokratie und das Problem der Demokratie in den Entwicklungslandern. Die meisten anderen Gegenstande der Reflektion und Forschung sind nur Facetten und Aspekte der beiden Fragenkomplexe: Wie konnte die Demokratie in einem industrialisierten, »west-lichen«, »zivilisierten« Land im Nationalsozialismus enden? Welche Elemente sozialer Strukturen werden also vom freundlich verall-gemeinernden Modell der »industriellen Gesellschaft« nicht erfaßt? Und: Kann die Demokratie in Indien, in Ghana, in China funktionieren? Welche Widerstände setzen die Sozialstrukturen industrialisierender Länder der Ausbildung einer wirksamen Demokratie entgegen? Die beiden Fragen scheinen auf den ersten Blick sehr verschiedene Antworten zu verlangen. In beiden Fällen geht es zwar um das Verhältnis von Demokratie und Sozialstruktur. Während aber das Nichtfunktionieren der Demokratie in Entwicklungsländern eher unsere ohnehin zögernden Wünsche als unsere Erwartungen enttäuscht, rührt das Versagen der deutschen Demokratie an die Grundlagen des Selbstverständnisses der westlichen Welt. Um in der handfest ideologischen Sprache der älteren deutschen Ethnologie zu sprechen: Was bei »primitiven Naturvölkern« nicht überrascht, ist bei einem »hochentwickelten Kulturvolk« ein bedrängendes Problem. Es wird noch zu zeigen sein, daB die »Natur-« und die »Kulturvölker«, die beiden Probleme der deutschen und, sagen wir, der chinesischen Demokratie einander so ganz unähnlich nicht sind. Die Formen der Industrialisierung in beiden Ländern haben manches miteinander gemeinsam; in der Tat stellt die deutsche industrielle Revolution von oben so etwas wie einen Modellfall der »verspäteten Industrialisierung« — gemessen am klassischen Beispiel Englands — dar. Doch sind solche Gemeinsamkeiten erst das Ergebnis einer Untersuchung, die sich auf eines der beiden Probleme konzentriert: das Verhältnis von Demokratie und Sozialstruktur in Deutschland.

In this essay I describe the relationship between politicians in Orissa (1) and the people whom they represent and govern. Demographic, cultural and social factors affect the politician's approach to his electorate. To be accepted, he requires a particular kind of reputation; to win an election he must take account of the structure of the society in which he lives; and, thirdly, he must create networks of relationship, which are not found in the traditional society but are a product of a society in transition.

Les sociologues ne s'accordent pas sur la definition du terme de classe, soit qu'ils ne l'emploient pas tous pour dèsigner la même réalité soit qu'ils aient une vision autre de la réalité à laquelle il s'applique. Du moins admettent-ils tous que le concept de classe est légitime et que des groupes sociaux méritent d'être appelés classes. La légitimité même de concepts comme ceux de « classe politique » ou de « classe dirigeante » ou d' « élite » est mise en question par une fraction des sociologues. La classe dirigeante ou ruling class existe-t-elle ou n'est-elle qu'un mythe? La power elite ou élite de puissance est-elle créée par l'imagination morose du sociologue ou domine-t-elle effectivement la société américaine?

La plupart des sociologues américains n'aiment guère le concept de classe dirigeante, le fait même d'une classe dirigeante semblant contradictoire avec l'idéologie « le gouvernement du peuple par le peuple pour le peuple ». Les sociologues marxistes l'aiment moins encore, puisque, selon l'idéologie soviétique, les « monopolistes » règnent aux États-Unis et les « prolétaires » en Union soviétique. L'existence d'une classe dirigeante est incompatible avec l'antithèse du régime bourgeois (où les monopolistes gouvernent) et du régime socialiste (où le prolétariat est au pouvoir): s'il y a une réalité sociale qui répond au concept de classe dirigeante, il en résulte qu'aux États-Unis ce ne sont pas les monopolistes et qu'en Union soviétique ce ne sont pas les prolétaries qui exercent les fonctions supérieures de l'administration et de l'État.

La sociologie, telle que l'ont conçue ses fondateurs au siècle dernier, était à la fois interprétation et justification, défense et illustration de la société moderne. Elle ne voyait dans les institutions représentatives qu'un aspect secondaire de la société moderne, voire un héritage du passé, une survivance de la phase transitoire. Cette appréciation de la modernité et cette dépréciation du parlementarisme — en dépit du caractère démocratique que les fondateurs de la sociologie attribuent à la société en train de naître — caractérisent Auguste Comte aussi bien que Karl Marx, mais non Herbert Spencer, comme le montre T.B. Bottomore.
