This article discusses the responsibilities of legal scholars to make their published works openly accessible through the Internet, within the context of efforts to increase free and open access to legal information, and to improve access to scholarly literature in other disciplines. The article also considers the roles and responsibilities of the institutions that support the creation and communication of legal scholarship for improving access to legal information.

In Educating Lawyers: Preparation for the Profession of Law the Carnegie Foundation for the Advancement of Teaching has again turned its attention to legal education. Much as it did in the early years of the last century, in the first years of this century in its Preparation for the Professions Program (“PPP”), the Carnegie Foundation is examining professional education generally. In the early twentieth century, the Carnegie Foundation published its first report in law, The Common Law and the Case Method in American University Law Schools, prepared in 1914 by Josef Redlich, an Austrian law professor. The two reports are referred to here as the PPP Legal Education Report and as the Redlich Report respectively.

Many law schools have opened their doors to international students, inviting them to participate in the following types of programs: (1) LL.M. programs designed exclusively or primarily for international students, (2) LL.M. programs designed primarily for U.S.-trained lawyers and law students to which international students are admitted, (3) S.J.D. and J.S.D. degree programs to which international students are admitted, (4) J.D. programs to which international students are admitted, and (5) Intensive prelaw training programs for international students entering American law schools.

This article aims at providing librarians with an overview of the current copyright position within the UK. I will begin by examining the copyright regime set up by the UK Copyright, Designs and Patents Act of 1988. I will then assess the impact of several key EU Directives and implementing UK Statutory Instruments on the working of this regime, and in particular discuss the implications of the new rights for owners of digital material. Finally, I will analyze some current UK copyright “hot topics” which are of equal concern and significance to users in other jurisdictions, and suggest some possible solutions.

After World War II, the non-proliferation of weapons of massive destruction (WMD) and the export controls of conventional weapons and civilian and military dual use technologies have been one of the most important focal point of international cooperation. Many international treaties have been signed and the international organizations have been established to promote these non-proliferation and export control efforts. The industrialized countries and the developing countries of China, India, and Pakistan that possess nuclear weapons and missile technologies have also enacted domestic laws and set up administrative regimes to control these goods and technologies from flowing to other countries or undesirable people. Among these countries, the United States has been the leader strongly advocating non-proliferation of WMD and export controls of civilian and military dual use goods. In fact, the United States has established a very sophisticated export control system to prevent its weapons and technologies from going to the hands of any adversaries. Because the complicities and overlaps of international treaties and domestic laws on this topic, it warrants a research guide for would-be researchers to walk through the maze of international and domestic export control regimes.

Between 1995 and 1999, the United Nations established transitional administrations over four war-torn territories – East Timor, Bosnia-Herzegovina, Eastern Slavonia, and Kosovo. These transitional civil administrations began as part of a peace agreement and have or will end with either independence of the territory, as with East Timor, or the reuniting of a war-torn state, as with Eastern Slavonia's return to Croatia. As of this writing, the United Nations’ mission in Kosovo has not ended.

Interlibrary Loan is not a new concept. The practice of lending and borrowing materials occurred as far back as the 8th century in Western Europe. An 8th century copy of St. Augustine's De Trinitate in the Bodleian Library contains a page originally left blank at the end of the manuscript whereupon “an Anglo-Saxon hand of about the year 800 entered a small list of books.” Elias A. Lowe's translation and analysis of this list and adjacent annotations demonstrates that the list was likely a “catalog” of manuscripts in the ancient library of St. Kilian's at Würzburg, and that several books were loaned to Holzkirchen and to the monastery at Fulda. The three institutions were geographically close, with Holz church being a dependency of Fulda monastery. Fulda's library was the largest in Germany except, possibly, for St. Gall.

In 1995 the Constitutional Assembly Database Project (the Project) began to publish the proceedings of South Africa's Constitutional Assembly on the Internet. The Project finished this work, the first of its kind anywhere in the world, in 1996, but the Database has not been available since a computer crash in 2000. This paper is the first account of the history of the Project. The paper argues that it is important to restore access to the Database, but in a way that will not repeat the mistakes made when setting up the database.

Islamic Family Law is one of the most studied fields in Malaysian law. This is because it affects the personal life of Muslims, and because many issues have arisen as a result of the implementation of the Islamic Family Law Enactment which governs Muslims in Malaysia. Scholarship in this area has expanded with the development of the Enactment itself. Several approaches have been used to analyze the implementation of the law inter alia, legal, socio-legal, comparative, and anthropological and sociological perspecitves. It cannot be denied that research and scholarly publications in the field of Islamic Family Law have contributed to further strengthening the administration of justice and the implementation of the law. As such, this paper is intended to describe the trends in the area of Islamic Family Law. Doing so will assist in ascertaining the direction of this field in the future.

Russian constitutional principles setting out a federal system and a republican form of government are integral attributes of Russian nationality. It makes it necessary to create an adequate blend of federalism and electoral politics. Accordingly, there is a special interest in the problem of electoral federalism. It implies, together with provisions for the unity of the Russian Federation's electoral system, fundamental principles, and real opportunities for the subjects of the Federation to independently solve problems on organizing and holding elections in their territories. At least, such an approach correlates to federalism and elections at the national and regional levels and is declared in the articles of the Constitution of the Russian Federation as well as decisions of the Russian Constitutional Court.

The People's Republic of China is currently the seventh largest economy in the world and is projected to be the largest economy by 2050. Commensurate with its growing economic power, the PRC is using its political power more frequently on the world stage. As a result of these changes, interest in China and its legal system is growing among attorneys and academics. International law librarians similarly are seeing more researchers interested in China, its laws and economy. The principal language of China, Mandarin Chinese, is considered a difficult language to learn. The Foreign Service Institute has rated Mandarin as “exceptionally difficult for English speakers to learn.” Busy professionals such as law librarians find it very difficult to learn additional languages despite their usefulness in their careers.
