The John Robert Seeley Lectures have been established by the University of Cambridge as a biennial lecture series in social and political studies, sponsored jointly by the Faculty of History and the University Press. The Seeley Lectures provide a unique forum for distinguished scholars of international reputation to address, in an accessible manner, topics of broad interest in social and political studies. Subsequent to their public delivery in Cambridge, the University Press will publish suitably-modified versions of each set of Lectures.

Intellectual History and the Problem of Conceptual Change

  • How does long-term intellectual change occur? Can we develop a theoretical framework for understanding past systems of knowledge? In this ambitious study, Elías José Palti seeks to reassess the main concepts in the field of intellectual history. Evaluating modes of thought from the seventeenth century to the present, this book aims to prevent an anachronistic understanding of the texts of the past. Palti rejects the idea of conceptual change as a coherent process deriving from one single source. Instead, he offers a convincing explanation of converging developments emanating from three different sources: namely, the Cambridge school, the German school of conceptual history, or Begriffsgeschichte, and French politico-conceptual history. Intellectual History and the Problem of Conceptual Change also closely examines the temporality of concepts, questioning how and why political languages mutate.

  • The idea that we are mutually dependent on the recognition of our peers is at least as old as modernity. Across Europe, this idea has been understood in different ways from the very beginning, according to each country's different cultural and political conditions. This stimulating study explores the complex history and multiple associations of the idea of 'Recognition' in Britain, France and Germany. Demonstrating the role of 'recognition' in the production of important political ideas, Axel Honneth explores how our dependence on the recognition of others is sometimes viewed as the source of all modern, egalitarian morality, sometimes as a means for fostering socially beneficial behavior, and sometimes as a threat to 'true' individuality. By exploring this fundamental concept in our modern political and social self-understanding, Honneth thus offers an alternative view of the philosophical discourse of modernity.

  • What did democracy mean before liberalism? What are the consequences for our lives today? Combining history with political theory, this book restores the core meaning of democracy as collective and limited self-government by citizens. That, rather than majority tyranny, is what democracy meant in ancient Athens, before liberalism. Participatory self-government is the basis of political practice in 'Demopolis', a hypothetical modern state powerfully imagined by award-winning historian and political scientist Josiah Ober. Demopolis' residents aim to establish a secure, prosperous, and non-tyrannical community, where citizens govern as a collective, both directly and through representatives, and willingly assume the costs of self-government because doing so benefits them, both as a group and individually. Basic democracy, as exemplified in real Athens and imagined Demopolis, can provide a stable foundation for a liberal state. It also offers a possible way forward for religious societies seeking a realistic alternative to autocracy.

  • Richard Tuck traces the history of the distinction between sovereignty and government and its relevance to the development of democratic thought. Tuck shows that this was a central issue in the political debates of the seventeenth and eighteenth centuries, and provides a new interpretation of the political thought of Bodin, Hobbes and Rousseau. Integrating legal theory and the history of political thought, he also provides one of the first modern histories of the constitutional referendum, and shows the importance of the United States in the history of the referendum. The book derives from the John Robert Seeley Lectures delivered by Richard Tuck at the University of Cambridge in 2012, and will appeal to students and scholars of the history of ideas, political theory and political philosophy.

  • The human is a central reference point for human rights. But who or what is that human? And given its long history of exclusiveness, when so many of those now recognised as human were denied the name, how much confidence can we attach to the term? This book works towards a sense of the human that does without substantive accounts of 'humanity' while also avoiding their opposite – the contentless versions that deny important differences such as race, gender and sexuality. Drawing inspiration from Hannah Arendt's anti-foundationalism, Phillips rejects the idea of 'humanness' as grounded in essential characteristics we can be shown to share. She stresses instead the human as claim and commitment, as enactment and politics of equality. In doing so, she engages with a range of contemporary debates on human dignity, humanism, and post-humanism, and argues that none of these is necessary to a strong politics of the human.

  • According to republican theory, we are free persons to the extent that we are protected and secured in the same fundamental choices, on the same public basis, as one another. But there is no public protection or security without a coercive state. Does this mean that any freedom we enjoy is a superficial good that presupposes a deeper, political form of subjection? Philip Pettit addresses this crucial question in On the People's Terms. He argues that state coercion will not involve individual subjection or domination insofar as we enjoy an equally shared form of control over those in power. This claim may seem utopian but it is supported by a realistic model of the institutions that might establish such democratic control. Beginning with a fresh articulation of republican ideas, Pettit develops a highly original account of the rationale of democracy, breathing new life into democratic theory.

  • What is the relationship between fear, danger, and the law? Cass Sunstein attacks the increasingly influential Precautionary Principle - the idea that regulators should take steps to protect against potential harms, even if causal chains are uncertain and even if we do not know that harms are likely to come to fruition. Focusing on such problems as global warming, terrorism, DDT, and genetic engineering, Professor Sunstein argues that the Precautionary Principle is incoherent. Risks exist on all sides of social situations, and precautionary steps create dangers of their own. Diverse cultures focus on very different risks, often because social influences and peer pressures accentuate some fears and reduce others. Instead of adopting the Precautionary Principle, Professor Sunstein argues for three steps: a narrow Anti-Catastrophe Principle, designed for the most serious risks; close attention to costs and benefits; and an approach called 'libertarian paternalism', designed to respect freedom of choice while also moving people in directions that will make their lives go better. He also shows how free societies can protect liberty amidst fears about terrorism and national security. Laws of Fear represents a major statement from one of the most influential political and legal theorists writing today.

  • The Rights of Others examines the boundaries of political community by focusing on political membership - the principles and practices for incorporating aliens and strangers, immigrants and newcomers, refugees and asylum seekers into existing polities. Boundaries define some as members, others as aliens. But when state sovereignty is becoming frayed, and national citizenship is unravelling, definitions of political membership become much less clear. Indeed few issues in world politics today are more important, or more troubling. In her Seeley Lectures, the distinguished political theorist Seyla Benhabib makes a powerful plea, echoing Immanuel Kant, for moral universalism and cosmopolitan federalism. She advocates not open but porous boundaries, recognising both the admittance rights of refugees and asylum seekers, but also the regulatory rights of democracies. The Rights of Others is a major intervention in contemporary political theory, of interest to large numbers of students and specialists in politics, law, philosophy and international relations.

  • In the inaugural set of Seeley Lectures, the distinguished political philosopher James Tully addresses the demands for cultural recognition that constitute the major conflicts of today: supranational associations, nationalism and federalism, linguistic and ethnic minorities, feminism, multiculturalism and aboriginal self government. Neither modern nor post-modern constitutionalism can adjudicate such claims justly.   • In this major book Martha Nussbaum, one of the most innovative and influential philosophical voices of our time, proposes a kind of feminism that is genuinely international, argues for an ethical underpinning to all thought about development planning and public policy, and dramatically moves beyond the abstractions of economists and philosophers to embed thought about justice in the concrete reality of the struggles of poor women. Nussbaum argues that international political and economic thought must be sensitive to gender difference as a problem of justice, and that feminist thought must begin to focus on the problems of women in the third world. Taking as her point of departure the predicament of poor women in India, she shows how philosophy should undergird basic constitutional principles that should be respected and implemented by all governments, and used as a comparative measure of quality of life across nations.

  • Democracy is established as a generally uncontested ideal, while regimes inspired by this form of government fall under constant criticism. Hence, the steady erosion of confidence in representatives that has become one of the major political issues of our time. Amidst these challenges, the paradox remains that while citizens are less likely to make the trip to the ballot box, the world is far from entering a phase of general political apathy. Demonstrations and activism abound in the streets, in cities across the globe and on the internet. Pierre Rosanvallon analyses the mechanisms used to register a citizen's expression of confidence or distrust, and then focuses on the role that distrust plays in democracy from both a historical and theoretical perspective.   • The book is a contribution to the study of values, as they affect both our personal and our public life. It defends the view that values are necessarily universal, on the ground that that is a condition of their intelligibility. It does, however, reject most common conceptions of universality, like those embodied in the writings on human rights. It aims to reconcile the universality of value with (a) the social dependence of value and (b) the centrality to our life of deep attachments to people and countries alike. Building from there, the book explores personal love, the value of life, and the fundamental duty of respect for people.
