Summary
In wake of the Civil Rights Act (1964), activists pressed for equality of suffrage. Southern Christian Leadership Conference (SCLC), backed by Student Nonviolent Coordinating Committee (SNCC) and Congress of Racial Equality (CORE), launched its Selma right to vote campaign in January 1965. Resulting demonstrations, arrests, murders of civil rights workers, brutal beatings of marchers (nationally televised in March), and massive march to Montgomery helped secure passage of the Voting Rights Act.
The act authorized the Justice Department to monitor voter registration and elections in states with discriminatory voting requirements and where registration or turnout had been less than 50 percent of the electorate in the 1964 presidential election. It banned the poll tax, literacy test, discrimination, and violence, methods used to restrict minority voting, in many jurisdictions of Alabama, Georgia, Louisiana, Mississippi, North Carolina, South Carolina, and Virginia. Federal registrars would register citizens where needed. In addition, no state or county could change its electoral laws without pre-clearance. A ten-year record of nondiscrimination also was required for clearance.
